Newburgh Swim Club Updated Procedures for COVID-19

The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization. COVID-19 is extremely contagious and is believed to spread mainly from person-to-person contact. As a result, federal, state, and local governments and federal and state health agencies recommend social distancing and have, in many locations, prohibited the congregation of groups of people.
The Wayne County Health Department has communicated with Newburgh Swim Club Management that the pool grounds will be required to follow the Strict CDC Social Distancing Guidelines. In addition, as of June 2, 2020, the Wayne County Health Department communicated that the capacity of the pool grounds will be limited to 50% of the bather capacity or 100 individuals as communicated by the Governor. The stricter of the capacity number must be followed. Newburgh Swim Club’s bather capacity is 360 bathers, which 50% of would be 180 individuals. Therefore, Newburgh Swim Club will be required to follow the stricter capacity of 100 per the Governors order.
All members and staff will be expected to adhere to the following policies and procedures while at Newburgh during the 2020 Season
Membership Fairness policy: It is the policy of Newburgh Swim Club to ensure fairness for club access at this time.
Procedures:

- Newburgh Swim Club will not allow members to bring guests at this time. In ability to ensure adequate time for membership due to limited capacity
- Newburgh Swim Club will not allow members to have parties at this time. In ability to ensure adequate time for membership to use the club due to limited capacity
- Reservation procedure will be through our Esoft program. Specific instructions will be sent out soon.
Social Distancing (6ft) Policy: It is the policy of Newburgh Swim Club to follow the Federal CDC, State, County, and city guidelines for social distancing during the COVID-19 pandemic.
Procedure for high risk areas:
- Initially, Newburgh Swim Club will close all areas where it will be difficult to control social distancing.
- Snack Bar – Space not adequate enough to ensure social distancing or proper disinfectant procedures.
- Clubhouse – Space not adequate enough to ensure social distancing, indoor

- Will only be used for entering the pool or exiting the restrooms.
- No loitering will be allowed in the clubhouse

- Equipment – Members can bring their own sporting equipment. However, please do not share with other members. Newburgh will also not provide any sporting equipment from the club.
- Water fountains – In ability to ensure proper disinfectant procedures.
- Additional Guidelines:
- There will be NO adult swim this year.
- There will be one lane open for lap swim all day for members to use during their two hour period.
- The lane is open for a maximum 4 people at one time. (Only 2 people on either side starting from either end.)
- Baby Pool Guidelines:
- The baby pool will be open; however, only 4 children will be allowed in the pool at one time to maintain proper social distancing measures.
Newburgh Swim Club guidelines for membership responsibilities: It is the policy of Newburgh Swim Club to follow the CDC guidelines for safety during the COVID-19 pandemic as it relates to membership responsibility.
Membership Responsibilities Procedures:

- Members under the age of 16 must be accompanied by an adult member.
- Members with children that do not understand and/or will not follow social distancing guidelines are asked not to bring their children to the pool.
- Membership will be required to check in before entering the pool grounds.
- Membership will be responsible to follow social distancing and safety guidelines presented in the COVID-19 Policy and Procedure manual.
- Membership will be required to have a Signed COVID-19 waiver prior to entering the pool grounds.
- Membership will be responsible for practicing personal hygiene/hand washing safety while on pool grounds.
- If you do not adhere to the rules you will be asked to leave by the manager.
Newburgh Swim Club guidelines for staff responsibilities: It is the policy of Newburgh Swim Club to follow the CDC guidelines for safety during the COVID-19 pandemic as it relates to staff responsibility.
Staff Responsibilities Procedures:
- Staff will be responsible for practicing personal hygiene/hand washing safety while on pool grounds.
- Staff will be responsible for communicating with the Manager and/or Newburgh Swim Club Board throughout the summer as it relates to questions, concerns, and/or issues in regard to COVID-19.
- Staff is responsible for communicating with the Manager and/or Newburgh Swim Club Board throughout the summer if they feel guidelines and safety measures are not being followed by any individual within pool grounds.
- Staff is required to follow the COVID-19 policy and procedure manual when on Pool Grounds.
Social Distancing Policy for entering and exiting: It is the policy of Newburgh Swim Club to follow the CDC guidelines for social distancing during the COVID-19 pandemic.
Social Distancing Procedures for entering and exiting:
- Entering and Exiting of the grounds to minimize cross traffic.
- Newburgh Swim Club will use the clubhouse entrance to enter the pool grounds.
- Newburgh Swim Club will use the side gate by the snack bar as the exit point for leaving the swim club.
- Restrooms
- Men Restroom
- The Newburgh Swim Club staff and membership will use the external door on the west side of the Men’s Restroom to enter the Men’s Restroom. (Visual cue – Signage will be used to direct staff and membership).
- The Newburgh Swim Club staff and membership will use the clubhouse to exit the Men’s Restroom. (Visual cue – Signage will be used to direct staff and membership).
- Women Restroom
- The Newburgh Swim Club staff and membership will use the external door on the west side of the Women’s Restroom to enter. (Visual cue – Signage will be used to direct staff and membership).
- The Newburgh Swim Club staff and membership will use the clubhouse to exit the Women’s Restroom. (Visual cue – Signage will be used to direct staff and membership).
- Men Restroom
- Pool Deck
- Newburgh Swim Club will provide visual cue signage at this cross-traffic point requiring 6ft distancing between members when entering and exiting the pool deck.
Social Distancing Policy for standing and sitting areas: It is the policy of Newburgh Swim Club to follow the CDC guidelines for social distancing during the COVID-19 pandemic.
Procedures for maintaining the required 6ft social distancing guideline:
- Pool Deck
- Newburgh Swim Club will position seating areas on the pool deck that are 6 feet apart. Physical Cue will be the position of the chairs. Visual Cue – Signage will be used to identify social distancing areas
- Specified seating arrangement, membership will not be allowed to move chairs
- You must leave 1 chair in between you and other families (this equates to 6 feet).
- Specified seating and standing areas will only be allowed for members of the same household.
- You must follow the face covering guidelines of the CDC.
- Newburgh Swim Club will position seating areas on the pool deck that are 6 feet apart. Physical Cue will be the position of the chairs. Visual Cue – Signage will be used to identify social distancing areas
- Large Pavilion
- Newburgh Swim Club will position seating areas in the large pavilion that are 6 feet apart. Physical Cue will be the position of the tables. Visual Cue – Signage will be used to identify social distancing areas
- Specified seating arrangement, membership will not be allowed to move tables
- Specified seating and standing areas will only be allowed for members of the same household.
- When members that are not a part of the same household, they will be required to sit at a 6ft distance from one another.
- Membership must follow the face covering guidelines of the CDC.
- Newburgh Swim Club will position seating areas in the large pavilion that are 6 feet apart. Physical Cue will be the position of the tables. Visual Cue – Signage will be used to identify social distancing areas
- Men’s Restroom
- Newburgh Swim Club will limit the number of individuals allowed in the restroom to six.
- Showers will be available for limited use.
- Women’s Restroom
- Newburgh Swim Club will limit the number of individuals allowed in the restroom to six.
- Showers will be available for limited use.
- Grills
- Newburgh Swim Club will modify the grilling area to follow the 6ft social guideline. Physical Cue – if needed, every other grill will be placed out of order. Visual Cue – Signage will be used to identify social distancing areas.
- Members will need to bring their own cooking utensils, no utensils will be given out from the club including lighters and grill brushes.
Personal Protective Equipment Policy for staff and membership: It is the policy of Newburgh Swim Club to follow the CDC guidelines for use of personal protective equipment.

- Cloth Face Coverings/Face mask
- Newburgh Swim Club will require the use of cloth face coverings in the clubhouse and restrooms. Newburgh Swim Club will encourage the use of cloth face coverings when feasible outside the clubhouse. Face coverings are most essential in times when physical distancing is difficult.
- Newburgh Swim Club will advise those wearing face coverings to not wear them in the water. Cloth face coverings can be difficult to breathe through when they’re wet.
- Newburgh Swim Club will require staff to wear a face covering/mask when in an enclosed building on pool grounds.
- Gloves
- Newburgh Swim Club will require staff to wear gloves when cleaning and disinfecting.
- Gloves will be used because of the corrosive ingredients of the disinfectants
- Newburgh Swim Club will require staff to wash their hands with soap and water when removing gloves.
- Newburgh Swim Club will require staff to wear gloves when cleaning and disinfecting.
- Handwashing supplies
- Newburgh Swim Club will have hand washing supplies (Soap and Water) located in the Men Restroom and Women Restroom.
- Newburgh Swim Club will have hand sanitation supplies for staff and membership at check in.
- Cloth Face Coverings/Face mask

COVID-19 prompt identification and isolation Policy for staff and membership: It is the policy of Newburgh Swim Club to follow the CDC guidelines for Educating staff, patrons, and swimmers about when to stay home.
Procedures:
- Newburgh Swim Club will require employees to have their temperature checked prior to each shift.
- A fever is defined as a temperature of 100.4 or above, employees who register a temperature of 100.4 or above will be asked to return home and contact their health care provider.
- Newburgh Swim Club will require employees to complete a COVID-19 symptom check list prior to the start of their shift.
- Employees who identify a COVID-19 symptom will be asked to return home and contact their health care provider.
- Newburgh Swim Club will require staff and membership to self-report and stay home if they have the following signs and symptoms of COVID-19.
- Fever or Chills
- Cough
- Shortness of breath/Difficulty breathing
- Fatigue
- Muscle or body aches
- New loss of taste or smell
- Sore throat
- Congestion and/or runny nose
- Nausea or Vomiting
- Diarrhea
- Newburgh Swim Club will ask staff and membership to self-report if they have tested positive for COVID-19
- The club will adhere to the American with Disabilities Act in regard to informing club staff and membership of a possible exposure
- Newburgh Swim Club will ask staff and membership to self-report if they have been exposed to someone who has tested positive for COVID-19 within the last 14 days.
- The club will adhere to the American with Disabilities Act in regard to informing club staff and membership of a possible exposure
- Newburgh Swim Club will ask staff or membership members exposed or self-reporting symptoms to discuss returning to the pool with their health care provider.
Cleaning and Disinfecting of Policy: It is the policy of Newburgh Swim Club to follow the CDC guidelines cleaning and disinfecting.
Procedures:
- To maintain a normal routine cleaning with soap and water. Newburgh will close pool for 30 minutes to wash all contact surfaces after 2-hour reservations.
- Clean Pool Deck Chairs and Lifeguard Stands
- Clean all table surfaces
- Clean Pool Grounds Chairs
- Clean toilets and sinks
- Clean touch surfaces that may have been used including, but not limited to handrails, stairs, gates, phones, and locks.

Newburgh will use Sodium Hypochlorite per CDC recommendations (or other CDC approved disinfectant cleaners, such as pine sol). (1/3 cup of bleach added to 1 gallon of water. For Newburgh Swim Club Staff
Procedures:
- Cleaning guidelines for Newburgh Staff
- Wear disposable gloves to clean and disinfect.
- Clean surfaces using soap and water, then use disinfectant.
- Cleaning with soap and water reduces the number of germs, dirt and impurities on the surface. Disinfecting kills germs on surfaces.
- Practice routine cleaning of frequently touched surfaces.
- More frequent cleaning and disinfection may be required based on level of use.
- Surfaces and objects in public places should be cleaned and disinfected before each use.
- High touch surfaces include:
- Handrails, doorknobs, light switches, countertops, tables, chairs, phones, keyboards, toilets, faucets, sinks, etc.
- Disinfect
- Newburgh will use Sodium Hypochlorite per CDC recommendations. (1/3 cup of bleach added to 1 gallon of water. Do not mix bleach or other cleaning and disinfection products together. - Keeping the surface wet for a period of time (10 minutes).
- Precautions such as wearing gloves and making sure you have good ventilation during use of the product.

When handling disinfectant Newburgh Staff will
- Always read and follow the directions on the label to ensure safe and effective use
- Wear skin protection and consider eye protection for potential splash hazards
- Ensure adequate ventilation
- Use no more than the amount recommended on the label
- Use water at room temperature for dilution (unless stated otherwise on the label)
- Avoid mixing chemical products
- Label diluted cleaning solutions
- Store and use chemicals out of the reach of children and pets
You should never eat, drink, breathe or inject these products into your body or apply directly to your skin as they can cause serious harm.
Signs and Messaging Policy: It will be the policy of Newburgh Swim Club to follow the CDC guidelines for posting and broadcasting COVID-19
Procedures:
- Signs
- Newburgh Swim Club will use signage provided by the CDC for education and reminding staff and membership
- Newburgh Swim Club will Post signs in highly visible locations
- Newburgh Swim Club will use signage provided by the CDC for education and reminding staff and membership

Lifeguard and water safety policy: It will be the policy of Newburgh Swim Club to follow the CDC guidelines for Lifeguard and water safety requirements.
Procedures for Lifeguard and water safety:
- Newburgh Swim Club will ensure that lifeguards who are actively lifeguarding are not also expected to monitor handwashing, use of cloth face coverings, or social distancing of others.
- Newburgh Swim Club will assign monitoring responsibility to another staff member.
Staff responsibilities policy: It will be the policy of Newburgh Swim Club to assign roles for each staff member in order to follow the CDC guidelines for COVID-19.
Procedures for staff and Board:
- Newburgh Swim Club Lifeguards will perform duties as outlined by their certification in regard to safety in the water and on the pool deck.
- Responsible for a 30 minute on deck water safety monitoring (15-minute rotation on two lifeguard stands) every hour.
- Responsible for a 15-minute check-in shift every hour.
- Check in reservation.
- Monitoring the entrance and exit.
- Responsible for 15-minute grounds check and minor cleaning as related to safety.
- Will assist in cleaning and disinfecting the pool deck and pool grounds during the 30-minute cleaning between reservation times.
- Newburgh Swim Club Safety Monitor
- Will be responsible for monitoring CDC guidelines on the pool deck and pavilion area

- If a violation is identified, the safety monitor will report the member and bond number to the manager on site.
- Will assist the manager with membership entering the facility during the start of a reservation.
- Will assist the manager with membership exiting the facility during the end of the reservation.
- Will assist in cleaning and disinfecting the facility throughout 2-hour reservation time and during the 30-minute cleaning between reservation times.

- Newburgh Swim Club manager (On site Safety Manager)
- Will be responsible for monitoring and controlling pool chemical and Ph per CDC guidelines for COVID-19
- Will be responsible for staff and membership adhering to CDC guidelines for COVID-19
- If a violation is reported or identified, the manager will ask the bond member to correct the violation.
- If a bond member refuses to correct a violation, the manager will ask the member and family to leave.
- If a member refuses, the manager will report violation to Newburgh Swim Club Board (COVID-19 task force).
- Responsible for maintaining physical cues, signage, and 45-minute COVID-19 announcements.
- Responsible for safely clearing pool after 3-hour reservation
- Responsible for ensuring the pool deck and pool grounds are cleaned and disinfected per CDC guidelines prior to admitting each reservation block.
- Newburgh Swim Club Board (COVID-19 task force)
- Develop and monitor COVID-19 policy and procedures.
- Contact for Wayne County Health Department (President of the Club will be lead contact)
- Receiving violations and deciding on discipline if a member refuses to follow COVID-19 Guidelines as set by the federal, state, and local regulatory offices.
- Receiving question, concerns, and complaints from bond members
- Providing a response in a timely manner (Within 5 business days if board needs to convene)
- Provide timely communication to membership on the COVID-19 guidelines, orders, and announcements sent to the COVID-19 task force.
- Provide immediate communication to membership if alerted that a positive COVID-19 case or exposure has been reported to the COVID-19 task force.
- COVID-19 task force will follow the American with Disability Act guidelines to protect the rights of individual reporting.
